Photo Elements > Help

I just downloaded some things for my photo elements program, the only thing is, its action items & i cant not seem to figure out how to open and use them in Photo Elements. I know when i download new bushes, I put them in presets then brushes, but their is nothing in prestes that says action. can any help me?
